Presumed consent

On 28 June 2004, an attempt by the Liberal Democrat MP Dr Evan Harris to
introduce ‘presumed consent’ into the process of organ donation failed by 307
votes to 60, a Government majority of 247. A total of 19 Labour MPs voted against their whip to support Harris’s amendment. This short briefing note (pdf, 56k) identifies the Labour rebels and the splits within the other two main parties.
